Which came first, the tire or the alignment?

Have the '01 SE in for 20k service today. One thing I asked them to check out was a little problem I've been having with steering/alignment.
I notice that a lot of times, when driving straight, even on a flat road, the steering wheel is rotated slightly to the right (maybe 10deg). I'm thinking maybe alignment, but when I let go of the wheel, the car tracks straight, wheel still slightly cocked. I checked the tires, and could notice ever so slightly more wear on the right front tire versus the left.
Response from the dealer was that after completing the 20k service and rotating the tires, the problem was fixed (will see when I pick the car up later on). They offer that perhaps there was something about that right tire making things act up.
So, did the tire cause the steering issue, or vice versa? I'm about to have new tires fitted to the car, and I'd like to make sure I don't eat them up prematurely. Should I take the car to NTB and have them check alignment?
Also, they didn't change my manual tranny fluid to MTF 0063, as requested. They said they couldn't duplicate my shifting problems, and that the fluid in there was fine. Grumble. They did adjust the shifter linkage for me for free though, so we'll see what that brings.
