(I assume you're talking about upgrading tho a high intensity discharge (HID) system, and not to bulbs that use xenon. Two very different things)
First, you should get E-code lenses, otherwise the light pattern will be terrible. Second, the kits available vary in quality from bad to ok. Third, you lose your highbeams since no bi-xenon solution seems to exist for the 9-3 hatch.
Finally, it's more than just changing a bulb. You have to have a specialzed bulb, wiring and ballast device (it's an electric ballast). All in all, expect to pay $500-750, with as-yet-undetermined quality of light and reliability.
