The one next to the interior light dimmer is indeed for tilting headlights. The purpose is not to allow you to tilt your headlights up to see further, since that will blind oncoming traffic. It is intended to be adjusted when you have people in the back seat or a lot of weight in the trunk. Usually, the full up position is for one-person driving, and you can only move it down from there.
In the US, we have different headlights, so there is less need to tilt our lights down when we have weight in the back because the lights are not as bright to begin with. Our government doesn't trust us with the responsibility of having brighter lights and having to remember to aim them down when there's weight in the back.
One last button unknown...I'd have to guess that it's to allow some optional additional lighting somewhere. Just to allow people to add aftermarket lighting, like rally lights, in a good-looking way, maybe. Or maybe it's something for commercial customers, like police departments.
