I'm not sure that's normal. Are you saying when you hold the gas pedal to the floor, your Turbo needle oscillates? Maybe the T5's "Turbo" gauge measures something different, but on my T7 (that's Trionic 5 and Trionic 7, the computers in 99 and 2000-2002 9-3s, among others, respectively), the gauge does a good job of imitating a real boost gauge. When you hold the pedal to the floor at 2200 RPMs, you should see the needle peak into the yellow and slowly climb until about 2800RPM, when it reaches the top of the yellow. But it shouldn't oscillate back and forth as long as the pedal is down.
The Turbo gauge probably measures airflow and corrects it to "estimate" boost, but even so, it shouldn't oscillate unless your intake is doing something funky, like a loose flap that's blocking the airflow or something.
