For those who do their own maintenance, they will not depend on an idiot light.
For those who bleed their brakes or refresh the fluid at the reservour, control over the level is not possible in the way suggested.
For those who do highway miles and the brakes last 100K to 150K, that takes years and not bleeding the brakes in that time frame would be simple neglect.
If the reservoir is left with more air space, then it breathes more and picks up more moisture contamination. So from that point of view it is better filled then being a guage of pad wear.
In many cases, the rotors will need to be replaced when the pads are needing to be changed. For the DIY brake job, this really makes sense as the replacement rotors are cheap and turning the old rotors is not easy or cheap. So steel on iron is not a crisis from the point of view of the rotor.
A sticking slider or pad can take you to steel on iron well before a idiot light comes on.
Go ahead and add fluid, better yet, remove the fluid at the reservour and refresh that. Do that once a year. BF is very cheap. The only place for moisture to get in the system is at the vented reservour. A really stupid design from Europe.
