The HP ratings on diesels is low because the torque drops at high RPMs as the fuel can't burn fast enough. The RPM limiters also keep the RPM's lower as the buckets are very heavy with perhaps a 23:1 compression ratio. So the HP figures don't describe the huge smooth lowend torque.
A diesel engine is very fast and smooth. The low end torque will leave most gassers gasping at the lights. There is no throttle, its wide open all of the time. So there are not BPV/BOVs required and the full flow all of the time means that the turbo always has more spin and boost comes up very fast. So turbo delay seems to not exist.
We have a 1.9L TDI rated at 90HP to cope with US/Canadian crappy diesel fuels. That engine is setup for 110 HP in Europe. I installed two chips and the results are very impressive. It is a very fast vehicle around the city. And some folks are hitting 50mpg's(US) with these engines too.
The diesel engine in the NG's and 9-3's in Europe are as fast or sometimes faster than Viggens. So don't write this off.
