2003 9-3 Vector/Sound Control on Steering Wheel

I have a new 2003 Vector 9-3. It has the sound control button on the right side of the steering wheel with the Volume Control + and the - . I also have XM radio installed as well as the full stereo system (the highest model available).
Lately, I've noticed that at some times the Volume control works just fine, increasing the volume. At other times, it doesn't do a thing, forcing me to adjust the sound on the radio itself with the nob provided for that purpose.
I've noticed that there is a setting called "maximum start volume" in the audio settings which I have set to 15. I have Speed Dependent turned OFF in the "Speed Dependent" column.
Are the Sound Control buttons on the wheel working properly? Do I need to take it in for service.
I've had the car about 8 weeks and it only has 4000 miles on it.
