It measures true pressure. However, dependiong on the ambient pressure and weather conditions, it is entirely possible that the T8 produces more boost to get the same torque. I've seen similar things on my old '00 9-3 where bad weather usually allowed for higher boosts. The low pressure systems that come up from the south in the summer can drop quite a few millibars, as can some of our deep winter lows.
My question to you, what are you doing sampling the red so soon ? The owners manual states 3000 km before full engine revs and boost and 1500 (or so, I forget) for full boost. OF course you may already have that much on your car. It took me 2 months to get there but I walk to work.
