I think that you have this wrong! Many folks with 1999 models have done this work. Someone else also picked up a used one and found the work has been done by someone else. I doubt that this part was changed late in 1999 production when the part was going obsolete anyways.
At the small end, the as cast wall thickness is around 1/4" thick. The flow through the rubber coupling hits this blunt square edge. This is a sharp edged ID reduction. That thick wall needs to be reduced to around 1mm and blended up to the first bend. Watch the machining on the exterior and don't undercut that. The problem is not a casting flaw but a very stupid mistake that Saab left in production for 6 years.
The large end is fine but can be worked on a bit but one needs to take careful measurements.
