Replace new(ish) pads and warped rotors together?

When I bought my 9-3 (about a year, 15k miles ago) the rotors were in bad shape up front. The car shook and made noise under moderate to heavy braking. I made Carmax clear the problem up before I bought the car. They resurfaced the rotors and replaced the brake pads for me.
The noise/vibration was cleared up, but the brakes still felt really weak to me, so I replaced the (extrremely cheap/dusty dirty) pads that Carmax used with some greenstuff pads. Things seemed pretty good, although-IMHO-the brakes still felt pretty weak. The greenstuff pads made the car driveable, and I just assumed that the base 9-3's brakes aren't very strong. Well, the shuffling has started again under moderate braking, so I think that it is time to get new rotors.
My question is this:
Do I need to get new pads again also? My greenstuff pads only have about 8k miles on them. I don't want to damage the new rotors by running unevenly worn pads, but I have heard that greenstuff pads are really easy on rotors. Maybe they will just wear down smoothly after a few hundred miles against good rotors and not cause any trouble?
What is the consensus? New pads again with the new rotors, or should the pads be ok?
