Reving the engine like that will never cause the wastegate to open as the engine will not develop boost in such a situtation. So forget all of that.
Plugs right and gapped? gap to .035" try new ones, BCPR6ES11 and gap them
Clean injectors with a 20 ounce bottle of Techron Concentrate.
Premium fuel? not high ethanol?
Air cleaner good?
Friend has sports exhaust or K&N filter?
If you boost to the red, you do not need a new acutator or BPC valve.
The other vehicle might have the wastegate actuator arm adjusted a bit stiffer than yours.
The turbos outlast the rest of the vehicle most of the time. You have no evidence that it has any problems.
Deal with the above maintenance items before jumping to conclusions about defective parts. After you do the above and run though a tank of treated fuel, come back and explain what you have done and the results. Then we can work on performance improvements.
