Can't finance off lease 9-3!!!

Last week my wife and I decided that we would buy our 9-3 and sell the ng900 due to the side airbags and 5 doors that the 9-3 offers over the ng900. We went down to VOB and bought the car. We signed all the paper work and we told we had excellant credit and it would be no problem financing the car. The car was a 5 door 2000 9-3 with 64K on it will a buy out of 13K. Due to the low interest rates we finaced the car over 5 years with no money down and got our car payment well under $300. This week I've bought new tires and front brakes for the car, which I'm half way done installing, and now I get a notice in the mail from Virgina stating that VOB could not finance our car. The dealership is located in Maryland and I also live in Maryland so why is virgina mailing things to me? What the **** shouldn't the dealer had called me about this? What happens now if I don't want to put more money down on the car and I've already spent money on brakes and new tires for the car? I assuming that the car could not be financed because the off lease price was higher then the current market value, but then shouldn't Saab have some sort of deal already worked out for something like this?
