The E-codes on the wife's 9-3 were put on this summer so I really can't comment too much on the improvement as she got it in June and we changed out the headlights before driving it after sunset(new 9-3 convertible). As to E-codes on my 9-5 and in general (we've had E-Codes on three other cars), they are much better that DOT headlights. E-Codes have a horizontal cutoff on the left (U.S./Europe Spec, opposite in England) that drops at a 1 percent grade. On the right, the cutoff angles up 15 degree. There is no light above the cutoffs and somewhat brighter light than DOT code lights below the cutoff (wild guess? about 50 percent brighter). The high beams are much more sharply focused and light at least 50 percent further down the road.
As to the legality, not in most states but there are newer versions of DOT code headlights that have very similar patterns (though not nearly as bright) so it would be very difficult for somebody who wasn't examining the coding on the lights to know they were E-Code.
I have never been pulled over, but then I live in Washington where they are legal.
By the bye, you only need to change the lense on non-SS 9-3s. Did that on the wife's 0-3 and it worked just fine. Got them from Nick Taliaferro.
