If all you did on both cars was to replace the tubing and now you have the same problem...I am at a loss! While I have little experience with turboed Saabs, I have 7 years of experience with turbo charged Audis in both street and race trim and have never seen anything like this. This is assuming that you did not make a mistake with the routing.
A smaller diameter tubing should not change anything provided it fits on the hose barbs. A MAP that is feed by a vacuum hose could react to a change in hose diameter but it would have to be a substantial change and would most likely create a minor issue, not your power loss.
Could it be that you broke a plastic house coupler or barb while redoing the hoses? A loss of pressure in the vacuum system could create a large drop in power.
How is your idle...if you blip the throttle, does it settle into a nice smooth idle or dose it try to stall? If it tries to stall or has a rough idle, this would indicate a loss of vacuum.
