First, assuming it's a '99 to '02 9-3, or '03 convertible? Please tell us.
If it is, do you hear a clicking sound coming from behind the dash at all?
What happens is that the air flow control and temperature control mechanisms bind over time. This is especially true in the '99 models, I believe. In a car with manual climate control, this usually results in people pushing until something breaks. In ACC-equipped cars, the motor slips on the shaft.
This is one of the most common problems in these cars (alongside DI cassettes and the leaky head gasket problem), so there's lots of information. A search on this board for "air control", "air flow knob", "temperature knob", "heater box", or other variations will turn up a lot.
Basically, it's an expensive repair if you're out of warranty. There are some ways to temporarily ease the problem. Most of what I've read relates to cars with the manual control...I don't have ACC. But someone on here should be able to direct you to more specific information on the problem in cars with ACC.
