You'll need an extension for your socket wrench, but it's not too bad an adjustment to make from under the car. You can see where the cables travel to the rear wheel, and there is an opening in the frame member which allows access to the adjustment bolt. Just screw it in a little bit at a time, check the lever feel and make sure the rear wheels rotate freely. You don't want to tighten it too much and have stuff drag.
My parking brake cable had stretched too, but now it feels fine... I live in a hilly region, and it gets a lot of use (in snowy parking lots too... for recreational purposes). I think the Haynes 900 Manual reccommends checking this adjustment every 12,000 miles or so.
