I've done two SAAB leases through the GM supplier program. I had some questions regarding the pricing for my lastest lease and was able to get full details and a GM Supplier price listing by calling customer service at SAAB USA.
The price is fixed under the program. If I remember correctly, under the GM Supplier program, you get a 7% discount off MSRP of the vehicle, less incentives. I think the GM Famliy Plan discount was 11% off MSRP.
Don't know if your friend plans to buy or lease, but if he leases, the incentive is reduced by about 40% and you get the subvented rate in the monthly advertised deal. In my case the lease interest rate was less than 1%! For example, in Feb. I leased an '03 convertible. The incentive at the time was $5,400. Because I leased, I only got $3,000 of that discount, but figured that I saved at least $2,000 of that on the lower money rate and another $1,200 by never paying sales tax on the 47% residual value.
Otherwise, you can buy, get the full incentive, and cut your best finance deal yourself.
