I just got back my 2000 Saab 9-3 convertible. The soft top failed twice in the past two months (along with the rear windows not working). The soft top's "fifth bow" failed to lock down, basically, but the hydrolics seemed to be fine.
The problem, originally diagnosed as a blown fuse, turned out to be more complicated. After three weeks (and probably a couple of new window motors), the dealership service department figured out that it was an electrical relay for the front windows that had malfunctioned. So that was replaced and now I got my car back and the top and the windows all are functioning just fine (with my fingers crossed, of course!).
