Wonderful New Whining Noise

My wife has a base 1999 9-3 cnvrt with automatic trans and 84,000 miles. Two weeks ago I noticed groaning from the power steering pump so I checked the reservoir and found it quite low. I found no obvious signs of a leak so I added fluid and the groaning stopped. Shortly thereafter I started hearing a wonderful new whining noise coming from the engine compartment. The symptoms are:
-medium frequency whining noise (not groaning).
-seems to come from right hand side of car.
-very noticable when the engine is cold.
-whine fades as car warms up.
-when temp gauge reaches normal operating temp the whining disappears.
-whine pitch/volume rise and fall with engine speed (even when in neutral).
-there does not appear to be any water in the oil (or oil in the water).
-after the whine fades there is a faintly detectable rattle from the same area of the car which is most noticable with the hood up at idle.
All this leads me to think: water pump. Can anyone offer me any insights? I am worried because my wife doesn't know how long the whine has been occurring (she listens to the stereo while driving which effectively drowns the sound out). I can't really afford major shop bills right now so I ned to know if this is a little whine or a great big wonderful (expensive) whine.
