switch tires on the same rims or get 2nd set of rims?

San Francisco Bay Area resident and owner of a 2003 Vector. No snow here all year, but occasional frost or temps in the 30s in the winter plus trips to Tahoe to ski, so need all-season tires for winter (plus chains for Tahoe trips, hopefully to be used very rarely).
Trying to decide whether to get 16" M+S tires with a new set of 16" rims and swap the tire/rim combination myself each fall/spring or just get new 225/45-17 M+S tires and have a shop swtich which tires are on the original 17" rims each winter/spring (until the original PZero Rosso tires wear out and then probably just stick with M+S tires all year).
Opinions on this or specific tires (or rims for a Vector)? The Continental ContiExtremeContact or Pirelli PZero Nero M&S seem like the top tire choices. $86 for the ContiExtremeContact at 215/55-16 seems like a steal, once the TireRack has it in stock again.
