My 95SET did not have this. Just a hose from the BPV to the orifice at the front side of the TB. That orifice is positioned a bit above closed throttle so that the BPV sees low pressure sooner at closed throttle.
I don't know the point of the valve. It could allow the BPV to be pressurized faster when getting on the throttle as the small orifice on the TB is restrictive and will create a delay. The ECU can see the MAP and TPS signals and judge what you are doing and work the valve to advantage. But the exact details remain a unknown. The hose lengths are longer this way and this might slow down the BPV opening.
