I have a '01 Viggen Convertible and love it. Don't know where you got the idea their quality is not as good as the SEs - I believe just the opposite. Why? Because they were made in Finland by a SAAB subcontractor on the same line as Porsche Boxters. I think their quality is better than SEs.
The SE would be better in snow in Boston unless you have snow tires for the Viggen. Also, the Viggen is lower to the ground, so that could be an issue in snow.
You can get a Viggen for high 20s, probably a 2000 or 2001.
Viggen's only have manuals, so if you want an automatic, then go with the SE. Some say the manual is rubbery in feel and it may be. I'm used to it now and love it - even in DC traffic.
I've had my ride for over 2 years and have absolutely no regrets.
