Are these quotes off of Daniel Stern's website? If they are, then the man needs to do a little more research. I've owned both versions of the Silverstar, and had both types installed in US and E-code headlamps on my car. The bulbs are physically identical, down to the factory markings on the base, and have identical light patterns. The light output from the Sylvania version is just a little bit dimmer, and the color is just a little bit whiter, because of that very light tint, but they are the same bulb. If you want the brightest, pick the Osram. If you want the whitest, pick the Sylvania, but they will burn out at the same rate, cost you about the same amount, and easily outperform anything from PIAA at 1/2 the price.
