In my experience, the nationwide system will have only the warranty work. To learn about ALL the work, you have to talk to the individual dealers where the work was done.
If you call Saab USA customer service and give them the dealer numbers you have, they will tell you the name and phone number of the two dealers. Then you can call their service departments directly.
I did this for two separate cars. One dealer was happy to tell me what they'd done on the car. On the other, they told me that he had all his scheduled maintenance done on time, but when I started asking what problems the car had experienced, they said they couldn't tell me that without the owner's permission. He wouldn't give that permission, so I didn't buy that car.
One other thing to consider: even though the guy has allowed the registration to lapse, I'd still take an extended test drive. Tell the guy that if you get a ticket, you'll split the cost. I'd guess the odds of getting a ticket are low, and you really need the information on the how the car drives. In any case, if your state is like Texas, it won't be a moving violation so it won't affect your insurance or anything.
Also, if you like the test drive, be sure to get a dealer or other trusted mechanic to do a pre-purchase inspection.
