The far one with the brass restrictor (C) is probably for the compressor. R should be return to the intake and W to the wastegate. Most folks don't go by those markings, as they are not obvious to read when installed.
C might be plugged up.
Take the hose from the compressor and put it onto the WGA, bypassing the PBC. The boost should now be controlled and quite low. If so, the WGA and wastegate are working normally. So thats a simple test to confirm that that end of things works ok.
You can get a new or used BPC, or spend less on a MBC and get better performance. You would have to make some changes to the intake and exhaust to accomodate the higher boost. And you seem to have made the required changes, so thats an easy option for you, if the BPC is toast.
Try poking something through the C resstrictor and see if its open. There should be a flow from the C to W(mostly) and R ports with no electrical signal. Perhaps some solvent etc if you feel that the unit is useless anyways. Try shop air from various directions. From the R port initially.
