Like most OEM SAAB tread, these are less than worthless in more than the lightest dusting and I would not drive out of town with these tires during the winter months. The stock Pirellis are very dangerous as they offer almost no grip in slush and you can easily skid off the road or through a stop sign on a hill.
I have found Sumitomo 17" HTRs from TireRack to be far better then the OEM Pirelli and Michelins found on the 99-02 9-3s. The Sumitomo is not a snow tire but it will get through plowed streets with ease over an inch or more of packed snow and it also offers excellent wet and high speed dry performance for not too much money.
