Just mounted snows w/ steel wheels and I have a wobble

Just finished mounting my brand new (tire rack) Blizzacks and 15" steel wheels and when i took the car around the block to see if they would fall off, I noticed a pretty severe steering wheel wobble. Came back and re-tightened all the bolts...did another hot lap and found the wobble still there. I guess I need to take it to the tire shop tomrrow to see if they can find what I did wrong. I WILL say however that the ride seems much smoother than with the 16' and sumiho tires i have on now...those rims and tires will go on ebay!!! I never liked the way they rode anyway. Anyone have advice on this wobble? It was a bit awkward putting the wheels on without any bolts to rest the wheels on. Did i miss a step to assure they got centered? I basically set the tire on a 1"by and carefully raised the jack so the wheel and car where at the same level, then bolted them on and tightened the nuts down good before lowering the car. I did not have a torque wrench. Is that the problem? I just need to have them torqued? To what? 85lb for steel wheels?
