snow tires: used v. new, Gislaved v. Michelin

I am looking for a 15-inch snow tire/steel wheel/wheel cover package for my 2000 9-3 base. My mechanic (Saab dealer) is in the process of assembling a set of used Gislaved non-studded tires, on rims, with covers, for me. He is ballparking the cost at $400-$450. I haven't seen the tires and do not know how used they are.
I see on TireRack.com that I can get a NEW set of Michelin Arctic Alpins, on rims and with covers, for about $550 incl. shipping. Blizzaks are also an option, at a diff. of juts $2 a tire from the Alpins.
Which option is the better value -- and which is the better tire? The car is used for an 80-mile roundtrip commute 2x a week, plus around-town driving. We have a long winter in upstate NY. Thanks for suggestions/advice.
