1. You want to use a multi perpose appoxy because the clips are metal and lense is glass. I used the kind that you mix together in your fingers and then apply and let dry. I'm not sure what the name is but, I believe you can get it at your local hardware store. It come in a single tube and you mix the outer layer with the inner layer it turns into a rock.
2. I have not changed the foglight yet on my 2000 SE but assume it is simular to my 900NG. You need to pute the front of your vehicle on jack stands and then remoce the plastic underneath the car I believe it is six or eight screws so you may get to light. then you should be able to get to your fog light. I'm not sure if there is a screw on the 9-3 lights but you should have enough access to remove the old bulb and replace it. you may need to unscrew the light to get out the bulb. This will take you longer than it does to replace you broken headlight lense.
