The wastegate and BPC need to be good, and the system must not have any leaks. Leaks can be hoses or clamps. The BPV can create a leak if faulty or its VAC line to the TB is bad. If the BPC is bad the typical result is low boost. If all is well you can get low boost if the DI+ECU think that you have an octane problem. So pulling the plugs is a good idea to check the deposits and gap. Fouled injectors and poor spray patterns will make things worse.
You will not get full boost in gears 1&2. It will never go to 'to the top red". Full boost is to the start of the red.
There is a lot that you can do to get greater boost by making modifications.
