The WG may be rust bound and not closing. Rare but does happen. Grab the WG lever and see how it feels. And you need to know if the system has a leak. And if the BPV is bad, that is also a leak. The BPV is easy to check. If the VAC line from the TB to the BPV os bad, a good BPV will leak. If the BPV VAC line goes via a solenoid valve, it could be a problem and there is then a line from that to the BPV. You need to check that the orifice for the BPV in the TB does actually flow.

At idle, the BPV should be open, there will be negative pressure in the BPV VAC line. If so, the line and orifice are working. But a split in the hose might be tight at vacuum and leak on pressure.

You will want to return the WGA adjustment to near stock. With a MBC or MBC+A, you want stock, as stiffer setting only contribute to the pressure overshoot (spike) producing dynamic.
