Does it happen if you get less than a full tank of gas?

There is a float valve in the tank that closes when the tank is 95% full to protect the charcoal canister in the evaporative emissions system from fuel getting in.

I suppose if for some reason air can't get in any other way until the level in the tank drops, the fuel pump could not work well, so the car would be starved for fuel. Then when you park the car, air pressure is slowly equalized, and all is well from then on.

I think the only way air can get in if the float valve is closed is a second one-way valve in the filler neck, not sure what that one is called. Maybe that one is clogged?
