Well, the referee smog is only good for the two years until next time or when you sell the car, they don't affix any labels allowing your car to skip it forever.
If it is in fact an issue with the software inside the cars computer you can hope for that enough people and smog stations are complaning enough so that two years from now, DMV has come out with a blanket waiver just like what happened with the 96-97 960 Volvo.
The Motronic fuel computer in your 96 is a one year only (US spec) and I can't say if the 97-98 would work. I'm not sure if the 97-98 have the SAI system as the 96 has.
If they don't, it would probably trigger the check engine light if you plug one of those into your car and then it wouldn't pass smog anyway.
