The legal issue on the shift light is with the EPA. What it comes down to is if Saab can convince the EPA that a certain precentage of drivers will pay attention to the shift light, its continued function becomes a requirement for the EPA fuel mileage figures. It can be turned off though.
The light on my '00 9-5 was turned off when the original ECU was replace by a recall. My '03 convertible is an auto so it doesn't have a shift up light. I actually didn't mind the light and did pay some attention to it. The turbo engine has so much low RPM torque that you can shift earlier than what most, including me are used to. Of course when you want to give some punk in a rice rocket a manners lesson, you can ignore the light too.
