The turbo charger is the same Garrett T25. In '99 the only car that came with the upgraded HOT was the SE with a manual tranny. The differences are not in the turbocharger but the HOT came equipped with the viggen style IC as noted below, a stiffer WGA spring and some ECU programming differences. The B204R engine on the HOT has different boost curves in the the gears. Essentially the HOT had just about full boost in second gear whereas the B204 E and L got full boost in 3rd and up. So between the IC, stiffer WGA and ecu programming, it made up the difference of 15hp. You can see these boost curve differences in the WIS.
For the price of the ECU even second hand, you can add the viggen IC and add a MBC+A and get more than the stock power for much less $.
As for the seats, I'm not sure. In 2000, lots of things changed, including the engine management system(change from the t-5 to t-7 engine management system, the turbocharger between the base(garrett t(?)17 and SE (mitsu td04) models and some other things.
