MIL codes, those are general... That looks like a list that includes stuff defined for all car makers. They're all below P0999, those are probably defined by SAE or somebody.
Each carmaker is able to make up their own definitions for additional codes, but the first digit has to be 1. Those tend to be specific to the brand. For example P1457 means a leak in the EVAP canister system of a Honda, but it means a leak in the gas tank of a Ford. Maybe it doesn't even have a definition for GM? Saab may or may not follow GM's definitions??
I've got a code list for our '98 Accord, it skips the P0 codes that don't apply, like cylinders above #6 or air mass-flow meters.
