Turbo Overboost

While driving my 99 9-3s with about 50k miles the other day, I could hear a howling sound while climbing a hill. I had not heard this sound before, so I let off the throttle and checked the gauges. Everything seemed fine. The next day I tried the same driving style at the same hill and watched the gauges. The turbo went to the red, and as the needle climbed, the howling sound began to howl. I did not hold it there but let off the throttle, so I do not know if the fuel cut off would happen or not. I drove it gently from then on. Although the boost gauge was very lively with even gentle drive styles.
I have checked the board for overboost and BPC. No one mentioned both overboost and the howling(sound seemed to be at the left side of car). I checked the hoses around BPC and found nothing unusual. I did find a small hose around the battery that was not attached to anything. I could not tell were it should go. It seemed to disappear down hole near left headlight. Do not know if it is related to this or not.
I wanted to ask for anyones help before I take it to the dealer. Warranty has expired.
