Still have turbo boost issues

After posting a message on this board and following suggestions to other posts I found here, I have not been able to resolve my turbo issues. I have a 1999 9-3 SE HOT with 121,000 miles on it. For the last month or so, I have been experiencing less boost than normal (the turbo needle goes to the middle of the yellow under hard acceleration and that is as far as it goes). I have replaced the spark plugs, run two bottles of Techtron and dry gas through the engine, and cleaned the BPC valve (I used canned compressed air, like what you would use to clean a computer keyboard). I blew the air into the three inputs on the BPC, but was unsure of how much pressure to use (as I didn't want to damage the BPC), so depressed the trigger about 1/3 - 1/2 of what it could be depressed so that I was not using the full pressure. After all this was finished, my boost has still not returned. The only other clue that I have noticed is a hollow whistling/soft hooting sound coming from the engine compartment when I accelerate. It appears to be engine speed related, but I am not positive about that. If anyone has any ideas, please let me know. Thanks.
