15" steel wheels may weight less than 16" alloys.

If these were magnesium wheels that might be different, but common aluminum wheels are not extremely light.

Any handling differences which might be attribultable to the wheels will be so insignificant to the sqirminess of the snow tires, that that would have to be considered insignificant.

You can get the 16" steel wheels that are indicated for the 9-5s and run a lower profile snow tire. That would handle much better than the 15" as the side wall flex would be reduced.

Which blizzak? Some are very mushy compared to others, but the best snow/ice performance tires will be the worse for handling. You will have to change your steering inputs and avoid sudden inputs at highway speeds.

Careful driver? Thats good, but when sh*t happens on the highway and you have to take evasive actions, you need to take agressive measures. If its snow/ice/slush, then the tire makes the difference between only adreneline rush and a crash. I fit snow tires in Kansas. It does not snow much and does not last long, but at 75 MPH typical interstate speeds, you only need to get killed once. It does not matter how careful you are when there are so many driving with lack of winter driving skills who are on age hardened worn all season tires. These folks are going to kill each other, you need snow tires to be able to handle brake your way out of their problem.

I saw a few fatal crashes along my commute.

With good snow tires, you can also drive faster and get out of a tight pack of traffic... not a safe place to be.
