Check the plugs, regap or replace. NGK BPCR6ES11's gapped to .035" - .037". You do not need the expensive patinum plugs, unless you are unwilling to change your own. The inexpensive plugs work well, but they do not last for years. The cost of dealers changing plugs might make the platinum plugs cheaper in the long run. But at the first sign of running problens, the plugs should be pulled for a reading. If you have short trips and foul platinum plugs, that is expensive and wasteful. The platinum technology is of no help in that case.
Use a good fuel system cleaner, if you have Chevron fuel stations there, see if they have Techron Concentrate.
Starting problems with fouled plugs and injectors are common to these engines. Suggestions above are low cost basic maintenance. Clean injectors every 12K km or 3X/year.
Clean the TB if none of the above helps.
Engine racing after a stall may be the ECU trying to avoid what happened the first start.
