Pull the rug away from the tail light. You have to man handle it to get it free.
There are a couple of water sources.
1) tube drain coming from sunroof. It runs vertically near tail light and feeds into connector on floor. Make sure it is connected at floor.
2) Most likely source is tail light. To test this: Open tailgate and pour glass of water in tailgate gutter. watch water as it heads towards the tail light. Watch from inside the trunk with rug pulled back. I bet you see drips coming in.
To fix use a 10mm socket and un screw the 3 nuts holding tail light. Grey gasket comes off w/ light. Put silicone on indentation of gasket and replace.
This has worked on several NG 900's and recent '99 9-3.
