I have a 1999 9-3 SE. I bought the car less than a year ago for a better than reasonable price due to the original owner did not take care of it. The car had a whine when I first got it and I couldn't find anyone who knew what it was. I changed everything from the tensioner to the water pump (because everyone would tell me something different!) what a waste!. Finally, I was in Sabnet Chat and one of the guys said "without a doubt" it was the oil pump (right behind the crank pulley). The oil pick up strainer in the pan gets clogged and starves the oil pump (which is what makes the whine) and of course the rest of the engine. It tends to go away once the car warms up because the oil viscosity goes down as the temerature goes up and the oil flows better. I dropped the sub frame and pulled the pan the very next weekend and about 60 - 70 percent of the screen was clogged. Cleaned the screen put it all back together and no more whine! BTW my car only has 42K miles. From what I understand, the build up of this "coke" is from not changing the oil often enough. I am certainly not insisting that this is it but it sure does sound like it.
