I looked into plastic welding to work on some 9-3 bumpers and found it's pretty much a lost art. Everyone seems to be using glues now. If you try an autobody supplier they should be able to help you. The glues are specific to the particular plastic (so is welding)so you'll need to know what plastic the bumper is made of. Saab produces a list of what all the different plastic parts are made of, it's mandated for parts disposal reasons, the dealer should be able to help with that. The plastic designation is also molded into the back of the part so you could look there.
From experience these sort of things turn into a much bigger project then imagined. When you consider removing the bumper from the car, possibly removing the reinforcing for access, preping for either welding or gluing, the process, then sanding/grinding, filling, prime and paint, rebuild and remount the bumper. It gets big. Way easier to give it to a bodyshop and let them do the work. They know how to do the work and you get a guaranty if it goes wrong.
