From what I've seen from the Electronic Parts Catalogue, the seats are available with or without the seat heater. So I'm going to assume that there are no heating elements in your seats.
I was recently at a dealership in Southern Connecticut, and they had a few stripper 9-5 wagons cheap, with no heated seats. For me, that's an immediate No Sale. The Sales Manager mentioned that they deal with a place in Middletown, Connecticut (mid-state CT) that takes factory parts and does the installation. It would be identical to the factory install, and they quoted me a price of $600 total for both front seats. Given the labor involved, I think that's pretty cheap, which implies a pad and controller would only be about $200 a seat.
There is also a link I've found to a place that does aftermarket seat heaters. They install the switch right on the seat, to save delving into the wiring:
