turbo failing when accelerating too fast

I have a 2000 9.3. Normal or not ??
when I accelerate too fast, the turbo guage goes in the red part and then when it's too high in the red, the turbo stops to work to go back in the green or yellow part. I figure it must be a protection so the turbo doesn't blow but shouldn't it work so it doesn't get that high automatically ????
