Why Styrofoam between headliner and room?

I was trying to tackle an annoying squeak in my headliner and tracked it down to the styrofoam block just behind the rear passenger "oh sh*t" handle that rests between the headliner and the roof. Styrofoam on metal is bound to be squeaky if there's any movement at all! I used some felt weatherstrip tape to cover the styrofoam and this helped immensely, but still not perfect. I'm now thinking about removing the weatherstrip and getting a large swath of felt to just cover the entire styrofoam piece so that no foam actually touches metal. Am I missing something here? Anyone know why SAAB wouldn't put something between the foam and metal preemptively?
