You need 16 or 17" rims to clear the Viggen brakes. I think that TR is suggesting Alpins to provide some dry pavement performance to complement the Viggen.
I went there and looked up winter tire packages for a 2002 9-3 Sedan (not Viggen) and selected 16" wheels (to clear Viggen brakes). Six different snow tires were offered at options. All 205/55-16.
Alpins have a good closeout price of $99, compared to the new Alpin PA at $117.
PA2 rated best handing and dry traction, best wear ($944 or package). WS-50 best in snow by a good margin. I have had these and they feel like they can walk on walls when its snowing or ice storms. LM-22 nicely in the middle but $125.
If you need wheels, steelies would be best to keep crap off of the brakes, but these are only in 15". So you need 16" or 17" and that means alloys. I think that the 16" Sport Edition Fox 2 is very good looking and quite affordable. I would hesitate to run 17" wheels as the cost of the wheels goes up and the cost and selection of tires becomes adverse as well. With the limited suspension travel of the 9-3's, 17" may become pot hole bait. Bent rims are a PIA. Also ask about pot holes in winter around there. If the expressways and highways get potholed, that is very dangerous. And running 16" snows in the winter helps protect your summer rims from getting bent during pot hole season.
If you will have hills on your daily trips, then that will dictate snow performance as critical. If you simply cannot be stranded and must get to work, then again snow traction. Talk to neighbours about local conditions. And they get late spring huge snowfalls there too.
Have you lowered the Viggen springs? Ground clearance can be an issue.
You will need snows for all vehicles in the family?
