I've never done a saab window, but I've done it on a couple of toyotas and the odd ford and and old mazda.
They've all be pretty easy. Never needed any special tools or anything, so I don't imagine the 9-3 will be any different.
The two biggest things to worry about are making sure you take the trim off correctly so that the door panel comes loose easily. If you have to force it, you haven't removed a part that needs to be removed.
The second thing to be absolutely sure you put everything back together tightly, including getting the plastic bag-like lining well sealed to the door's frame. If you don't, it will be rattle city.
But all in all every window I've replaced, maybe a half dozen for myself and friends, has been easy. Power window or not. If you are handy with a wrench, then this is definitely a DIY.
