The engine should be fully cooled down when you retorque... if thats of any comfort.
The flush and fill might have had some trapped air that could have lowered the level since then as it migrated. You should check to see what the level looks like when cold, then add enough so that the light does not trigger at cold starts. I see your concern, but everyone with proper levels do not get level alarms when its that cold.
There is a problem with reclamping old hoses. The smaller ID hoses want to leak. If you have gear type clamps, you might need to replace the OEM clamps with smaller gear clamps from the hardware store. These have smaller 'saddles' that will conform to the small hoses better than the OEM gear clamps. Put a cushion of folded over duct tape between the clamp and the hose to prevent the slots in the new gear clamps from shaving and extruding the hose jacket rubber. And gear clamps need to be retightened from time to time as the rubber under the clamps relaxes and the clamping pressure is lost. Spring type clamps do not have that problem as they follow the rubber as it moves.
You need to also check the lower and upper rad hoses. The lower is not so easy to reach.
It will get above 32F in NE KS today. The week after Christmas, we had lots of warm weater, up to 60F a couple of days. The kids were playing outside like it was summer.
