Tire problems, need advice...

I put on a full set of Bridgestone RE950 size 205/55R16 last August and noticed I had a tire balance problem right off the bat. I had another place check the balance with the Hunter 9700 machine (matched balance, road force vibration) and that fixed most of the vibration, but there was still some vibration apparent that wasn't there with the OEM Pirelli tires I replaced. It wasn't too bad, and I got busy and forgot about it. Well, I had my car in for state inspection and had them check the balance and rotate, again with a 9700, at yet another location. This time, I find out that one tire exceeds the road force limit of 25 lbs with a measured road force of 31 lbs. Faulty tire, they can't balance.
The tires now have 16K miles on them and have 8/32 of tread left (new is 11/32). This means I should really replace two tires here.
Since these are directional tread tires, and since I really haven't rotated them since having them put on, and since the problem tire is a rear tire...
Should I put the new two tires on the front or right back on the rear? In other words, where will the new tires get the most wear to even them out with the two older tires? Or am I just screwed due to my own laziness and stupidity and should buy 4 new tires?
